Saudi Arabia’s New Foreign Property Ownership Rules and Other Recent Legal Developments

Saudi Arabia’s Cabinet approval of the Law of Real Estate Ownership and Investment by Non-Saudis on 8 July 2025 represents a shift in the Kingdom’s property ownership policies. This legislation, set for implementation in January 2026, forms part of Vision 2030’s economic diversification strategy. The law replaces the framework established in 2000 and introduces regulations for foreign property acquisition in designated zones across the Kingdom.

Alongside the foreign ownership rules, Saudi Arabia has recently introduced an airline security agreement with the United Kingdom, and a new point-based work permit system for expats designed to support Saudisation targets by managing the overreliance on foreign workers.
